Take Back the Streets initiative which would prioritize city streets for motor vehicle use.\u00a0 According to <a href=\"http:\/\/www.vanvoice.com\/index.php\"><b>The Vancouver Voice<\/b><\/a>:<\/p>\n<blockquote style=\"font-family: inherit;\">\n<div style=\"border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;\"><span style=\"font-size: x-small;\">East Vancouver resident Mike Grosenbach is seeking help to start a &#8220;Take Back Our Streets&#8221; petition for an initiative prioritizing city streets for motor vehicle use.\u00a0 Key aspects of his draft initiative include requiring pedestrian and cyclists to yield right-of-way to motor vehicles at all times and prohibit converting on-street car parking to any non-car parking use.<\/span><\/div>\n<\/blockquote>\n<div style=\"border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;\">\n<table cellpadding=\"0\" cellspacing=\"0\" style=\"float: right; margin-left: 1em; text-align: right;\">\n<tbody>\n<tr>\n<td style=\"text-align: center;\"><a and funding.\u00a0 He claims that bicyclists are &#8220;basically stealing everyone else&#8217;s right to the road.&#8221;\u00a0 Read Marcus Griffith&#8217;s <a href=\"http:\/\/www.vanvoice.com\/blogentry\/21280-potential+petition+seeks+prioritize+motorvehicles+road+way\"><b>full post<\/b><\/a>.<\/div>\n<p>Sound familiar?\u00a0 Feel like deja vu?\u00a0 Just as President Obama&#8217;s <strong><a href=\"http:\/\/urbanlegends.about.com\/library\/bl_barack_obama_muslim.htm\">religious views<\/a><\/strong> (he&#8217;s Christian) and <strong><a href=\"http:\/\/www.factcheck.org\/elections-2008\/born_in_the_usa.html\">citizenship<\/a><\/strong> (US citizen) are regularly questioned, we as bike advocates must routinely defend our right to the road.<\/p>\n<p><strong>Bicycles are Vehicles<\/strong><\/p>\n<p>Bicycles are\u00a0recognized as <strong><a href=\"http:\/\/apps.leg.wa.gov\/RCW\/default.aspx?cite=46.04.670\">vehicles<\/a><\/strong> in Washington State, and have the same rights and responsibilities as other vehicles on the road.\u00a0 This means that, with few <strong><a href=\"http:\/\/apps.leg.wa.gov\/RCW\/default.aspx?cite=46.61.160\">exceptions<\/a><\/strong>, you and I have a right to travel by bike on our roads and, if necessary, <strong><a href=\"http:\/\/apps.leg.wa.gov\/RCW\/default.aspx?cite=46.61.770\">take a lane of traffic<\/a><\/strong> for our safety.\u00a0 This also means that we are expected to <strong><a href=\"http:\/\/apps.leg.wa.gov\/RCW\/default.aspx?cite=46.61.050\">stop<\/a><\/strong> at stop signs and red lights, <strong><a href=\"http:\/\/apps.leg.wa.gov\/RCW\/default.aspx?cite=46.61.261\">yield to pedestrians<\/a><\/strong>, and ride with other traffic&#8211;not against it.\u00a0 You can find more information about <strong><a href=\"http:\/\/www.wabikes.org\/safety\/index.html\">laws related to biking<\/a><\/strong> on Washington Bikes website.<\/p>\n<p><strong>Everyone pays for Roads<\/strong><\/p>\n<p>This may come as a shock to the anti-bike crowd, but most bicyclists also own and\/or drive motor vehicles.\u00a0 (We own a car in my household.)\u00a0 That means most cyclists are paying road fees too!\u00a0 <\/p>\n<p>More shocking news:\u00a0\u00a0Americans pay for roads whether or not we own or drive vehicles!\u00a0 Registration fees, gas taxes, tolls and other user fees don&#8217;t cover the costs of building and maintaining roads, so we subsidize our roads with\u00a0other funds.\u00a0 An<strong><a href=\"http:\/\/subsidyscope.com\/transportation\/highways\/funding\/\"> analysis by Subsidyscope<\/a><\/strong> reveals that in 2007, road user fees and taxes covered only 51% of the costs.\u00a0 The other half\u00a0is subsidized by\u00a0non-user tax sources and borrowing through bond measures.<\/p>\n<p>Most shocking:\u00a0 Bicyclists and pedestrians\u00a0pay a disproportionately higher amount for our share of the road!\u00a0 According to <strong><a href=\"http:\/\/www.vtpi.org\/whoserd.pdf\">Todd Litman&#8217;s report<\/a><\/strong> for the Victoria Transport Policy Institute:<\/p>\n<p><span style=\"font-size: x-small;\"><\/span><\/p>\n<blockquote><p><span style=\"font-size: x-small;\">On average, local and regional governments spend $300-$500 annually per automobile in general taxes on local roads and traffic services, averaging more than 6 cents per mile driven on local roads.\u00a0 Only 0.7 cents of this is paid through vehicle user charges, meaning that driving is subsidized through general taxes by about 5.6 cents per mile.\u00a0 Automobiles also impose other external costs, including parking subsidies, congestion and crash risk imposed on other road users, and environmental damages.\u00a0 Pedestrians and cyclists tend to impose lower costs than motor vehicles and bear an excessive share of these costs, particularly crash risks, because they are unprotected.\u00a0 A shift from driving to bicycling and walking reduces external costs, providing benefits to society, such as road and parking facility savings, reduced crash risk and congestion delay imposed on other users, and reduced environmental impacts.\u00a0 This indicates that non-drivers pay more than their share of transportation costs.<\/span><\/p><\/blockquote>\n<p><span style=\"font-size: small;\">Please take the time to read the reports cited above so you understand the information.\u00a0 The next time someone tells you that cyclists don&#8217;t belong on the road or don&#8217;t pay their fair share, you
