{"id":648,"date":"2011-01-17T22:16:00","date_gmt":"2011-01-17T22:16:00","guid":{"rendered":"http:\/\/wabikes.org\/2011\/01\/17\/legislation-to-allow-lower-speed-limits-introduced-in-washington-state-legislature\/"},"modified":"2011-01-17T22:16:00","modified_gmt":"2011-01-17T22:16:00","slug":"legislation-to-allow-lower-speed-limits-introduced-in-washington-state-legislature","status":"publish","type":"post","link":"https:\/\/wabikes.org\/index.php\/2011\/01\/17\/legislation-to-allow-lower-speed-limits-introduced-in-washington-state-legislature\/","title":{"rendered":"Legislation to allow lower speed limits introduced in Washington State Legislature"},"content":{"rendered":"<p><b><i>&#8220;Slow Down and Save Lives&#8221; bill would help protect pedestrians and cyclists<\/i><\/b><\/p>\n<p><span style=\"font-size: large;\"><span style=\"font-size: small;\">   <\/span><\/span><\/p>\n<div><span style=\"font-size: small;\">Representative <a href=\"http:\/\/www.leg.wa.gov\/house\/representatives\/Pages\/ryu.aspx\">Cindy Ryu<\/a>, D-Shoreline, last week introduced traffic-safety legislation that would help protect pedestrians and cyclists by allowing cities to set lower speed limits in residential and business districts.<\/span><\/div>\n<div><span style=\"font-size: small;\"><br \/><\/span><\/div>\n<div><span style=\"font-size: small;\">The legislation, known as <a href=\"http:\/\/apps.leg.wa.gov\/billinfo\/summary.aspx?bill=1217&#038;year=2011\">House Bill 1217<\/a>, is one of Washington Bikes\u2019s top 2011 legislative priorities.\u00a0 The concept for the bill was developed by the Bike Alliance\u2019s <a href=\"http:\/\/www.wabikes.org\/programs\/legislation.html\">legislative and statewide issues committee<\/a>, which also helped draft the legislation. <\/span><\/div>\n<div><span style=\"font-size: small;\"><br \/><\/span><\/div>\n<div><span style=\"font-size: small;\">The bill has already attracted several co-sponsors from both sides of the aisle. In addition to Rep. Ryu, they include Rep. Jamie Pederson, D-Seattle; Rep. Norm Johnson, R-Yakima; Rep. Brad Klippert, R-Kennewick; Rep. Marcie Maxwell, D-Renton; Rep. Fred Finn, D-Thurston County; Rep. Phyllis Gutierrez Kenney, D-Seattle; Rep. Sharon Tomiko Santos, D-Seattle; Rep. Larry Springer, D-Kirkland; Rep. Connie Ladenburg, D-Tacoma; Rep. Sherry Appleton, D-Poulsbo; Rep. Marko Lilas, D-Edmonds; Rep. John McCoy, D-Tulalip; Rep. Mark Miloscia, D-Federal Way; and Rep. Joe Fitzgibbon, D-Burien. <\/span><\/div>\n<div><span style=\"font-size: small;\"><br \/><\/span><\/div>\n<div><span style=\"font-size: small;\">Under HB 1217, local jurisdictions would be able to set blanket 20 mile-per-hour speed limits on non-arterial streets in residential and business areas.\u00a0 Under <a href=\"http:\/\/apps.leg.wa.gov\/rcw\/default.aspx?cite=46.61.400\">current law<\/a>, authority to set 20 mph speed zones is extremely limited, and outside of school zones may normally be done only after an <a href=\"http:\/\/apps.leg.wa.gov\/rcw\/default.aspx?cite=46.61.415\">engineering and traffic study<\/a> has been conducted.<\/span><\/div>\n<div><span style=\"font-size: small;\"><br \/><\/span><\/div>\n<div><span style=\"font-size: small;\">Twenty-mile-per-hour (or 30 k\/hr) zones are widespread in European cities, where studies have proven their effectiveness at saving lives.\u00a0<a href=\"http:\/\/news.bbc.co.uk\/2\/hi\/health\/8406569.stm\">British researchers<\/a>\u00a0concluded that 20 mph zones in London had saved 200 lives a year there. In addition, 20 mph zones reduce cyclist injuries by 17 percent, the researchers said.<\/span><\/div>\n<div><span style=\"font-size: small;\"><br \/><\/span><\/div>\n<div><span style=\"font-size: small;\">The reason is <a href=\"http:\/\/bicyclealliance.blogspot.com\/2010\/06\/what-sir-isaac-newton-would-say-to.html\">simple physics<\/a>: all other things being equal, both stopping distance and force of impact increase as the square of speed.\u00a0 A vehicle traveling at 40 mph will strike a pedestrian with four times more force than a vehicle traveling at 20 mph.\u00a0 Statistics from Britain illustrate what this means for deaths and\u00a0serious injuries in car-pedestrian collisions:<\/span><\/div>\n<div><span style=\"font-size: small;\"><br \/><\/span><\/div>\n<div style=\"clear: both; text-align: center;\"><a href=\"http:\/\/1.bp.blogspot.com\/_iflVWcGyJL8\/TTPqdnlYjuI\/AAAAAAAAAfs\/8aJgWrWu_5c\/s1600\/Pedestrian+deaths_2.jpg\" style=\"margin-left: 1em; margin-right: 1em;\"><img decoding=\"async\" border=\"0\" src=\"http:\/\/1.bp.blogspot.com\/_iflVWcGyJL8\/TTPqdnlYjuI\/AAAAAAAAAfs\/8aJgWrWu_5c\/s1600\/Pedestrian+deaths_2.jpg\" \/><\/a><\/div>\n<div><span style=\"font-size: small;\"><br \/><\/span><\/div>\n<div><span style=\"font-size: small;\"><br \/><\/span><\/div>\n<div><span style=\"font-size: small;\">Twenty-mile-per-hour zones would be a simple and significant step to help increase the safety of the most vulnerable road users.
