With approximately $30.45 million, the 2013-15 transportation budget represented the best budget ever for the Safe Routes to School and Bicycle and Pedestrian state grant programs. Unfortunately, due to federal funding uncertainty (2014 represents the end of the federal transportation reauthorization, MAP-21) and state funding ties to these grant programs expiring, only $8 million in state funds is programmed for the 2015-17 biennium for both grant programs.<\/p>\n<p>A supplemental budget for the 2013-15 biennium (essentially, a budget that corrects for changing forecasts, and adjustments in policy priorities halfway through the two-year budget) represents a first step in bridging the significant drop in funding for these two grant programs that provide education and training to over 10,000 kids every year, improvements in tens of schools and neighborhoods, and critical trail connections that improve accessibility and safety statewide.<\/p>\n<p><strong>#2 &#8211; <a href=\"http:\/\/apps.leg.wa.gov\/billinfo\/summary.aspx?bill=6227&amp;year=2014\">SB 6227<\/a>:\u00a0Distracted Driving.<\/strong> <a href=\"http:\/\/wabikes.org\/2014\/01\/23\/wabikes-in-olympia-sb-6227-strengthening-washingtons-distracted-driving-law\/\">This commonsense legislation, sponsored by Senate Transportation co-chair Tracey Eide builds on previous legislation championed by Washington Bikes and passed in 2010. <\/a>By bringing Washington state up to federal standards around portable technology use while driving, the Distracted Driving bill would make Washington state eligible for federal safety funding.<\/p>\n<p><strong>#3 &#8211;\u00a0<a href=\"http:\/\/apps.leg.wa.gov\/billinfo\/summary.aspx?bill=2123\">HB 2123<\/a>:\u00a0Adding Congestion Relief to the State Mobility Goal<\/strong>. This legislation takes a clear state transportation mobility system goal and adds unnecessary specificity that could actually skew how state spending is directed at the 99.2% of congestion that occurs in the Puget Sound region. It passed out of committee with concerns from a number of Washington Bikes\u2019 legislative champions. For more about the specifics of the legislation, <a href=\"http:\/\/daily.sightline.org\/2014\/02\/03\/what-would-congestion-relief-mean-for-washington-policy\/\">Sightline Institute authored an informative blog post on the legislation<\/a>.<\/p>\n<p><iframe loading=\"lazy\" src=\"http:\/\/www.tvw.org\/scripts\/iframe_video.php?eventID=2014021029&amp;start=1559&amp;stop=2522\" height=\"320\" width=\"550\"><\/iframe><\/p>\n<p><strong>#4 &#8211; State Transportation Revenue Package.<\/strong> The statewide revenue package conversation slowly continues. Now it appears an MCC Senate proposal will be released next week \u2013 <a href=\"http:\/\/www.theolympian.com\/2014\/02\/07\/2972114\/surprise-senate-majority-says.html\">over halfway through the session<\/a>. Even with a package proposal, <a href=\"http:\/\/washingtonstatewire.com\/blog\/king-says-its-time-to-concede-reality-gas-tax-hike-unlikely-before-election-suggests-late-2014-special-session\/\">it has been suggested that any action could be delayed until a special session following the November 2014 elections<\/a>.<a href=\"http:\/\/washingtonstatewire.com\/blog\/king-says-its-time-to-concede-reality-gas-tax-hike-unlikely-before-election-suggests-late-2014-special-session\/\"><br \/>\n<\/a><\/p>\n<p>Washington Bikes has been a longstanding supporter of new transportation investments that support a balanced, multimodal transportation system that also invest in fixing our existing transportation infrastructure for real.<\/p>\n<p><strong>#5 &#8211;\u00a0<a href=\"http:\/\/wabikes.org\/transportation-advocacy-day\/\">Transportation Advocacy Day<\/a> on February 27.<\/strong> With transportation project cost overruns looming, increasing uncertainty about how to fix our bridges and roads, and a growing need to invest in biking and walking statewide, the state legislature needs to hear from <b>YOU<\/b>.<\/p>\n<p>Join us for <a href=\"http:\/\/cts.vresp.com\/c\/?WashingtonBikes\/a220c69aa5\/794e5bd3a3\/d28d466533\">Transportation Advocacy Day<\/a> on Thursday, February 27 to tell Olympia Washington Bikes.
