{"id":6046,"date":"2014-01-21T06:45:40","date_gmt":"2014-01-21T14:45:40","guid":{"rendered":"http:\/\/wabikes.org\/?p=6046"},"modified":"2014-01-20T23:47:43","modified_gmt":"2014-01-21T07:47:43","slug":"washington-bikes-in-olympia-2014-legislative-agenda","status":"publish","type":"post","link":"https:\/\/wabikes.org\/index.php\/2014\/01\/21\/washington-bikes-in-olympia-2014-legislative-agenda\/","title":{"rendered":"Washington Bikes in Olympia: 2014 Legislative Agenda"},"content":{"rendered":"<p>After a busy 2013, which featured <a href=\"http:\/\/wabikes.org\/2013\/12\/12\/a-great-year-behind-a-great-year-ahead\/\">several victories<\/a> as well as a <a href=\"http:\/\/wabikes.org\/2013\/11\/12\/state-transportation-revenue-package-update\/\">long conversation over transportation revenue<\/a> that <a href=\"http:\/\/www.spokesman.com\/stories\/2013\/dec\/19\/washington-transportation-package-on-hold-until\/\">fell short<\/a>, the short 60-day 2014 legislative session is now over a week old.\u00a0Through its 2014 legislative agenda, Washington Bikes continues to work for you in Olympia to:<\/p>\n<p><strong>Grow investments that get\u00a0Washingtonians where they want to go<\/strong>. Washington\u00a0Bikes continues to support transportation investments that focus on fixing\u00a0Washington state\u2019s decaying infrastructure,\u00a0and by making smart\u00a0investments in successful programs that provide\u00a0safe routes to schools for our children. We&#8217;re also seeking investments in complete streets\u00a0for Washington\u2019s\u00a0main streets and business districts,\u00a0as well as investments in\u00a0trails and bikeways\u00a0that improve\u00a0mobility and spur economic development. (<em>In progress<\/em>:\u00a0<a href=\"http:\/\/apps.leg.wa.gov\/billinfo\/summary.aspx?bill=2041&amp;year=2013\">SHB 2041<\/a>\u00a0would \u00a0provide revenue for the state Safe Routes to School grant program that is already included in the bipartisan 2013-15 biennial transportation budget. The bill is scheduled for executive session on Wednesday, January 22)<\/p>\n<p><strong>Cultivate the\u00a0Multimillion-Dollar Bicycle Travel &amp; Tourism Industry.<\/strong>\u00a0Bicycle travel and tourism is big business. Oregon\u00a0receives $400 million annually from the industry. An improved understanding of\u00a0bike travel and tourism in\u00a0Washington state is needed to make smart choices for\u00a0growth statewide, particularly in rural areas.<\/p>\n<p><strong>Reduce Student\u00a0Transportation Costs.<\/strong>\u00a0 Pupil transportation costs Washingtonians approximately $450\u00a0million annually. A pilot bill or proviso would explore how to improve pupil\u00a0transportation options\u00a0and to save the state and school districts money by\u00a0incorporating safe walking and biking solutions for students.<\/p>\n<p><strong>Improve \u00a0Safety for Washingtonians.<\/strong>\u00a0Washington Bikes\u00a0supports:<\/p>\n<ul>\n<li>Strengthening our distracted driving laws to reduce unnecessary injuries and deaths. (<em>In progress<\/em>:\u00a0<a href=\"http:\/\/apps.leg.wa.gov\/billinfo\/summary.aspx?year=2014&amp;bill=6227\">SB 6227<\/a> just introduced by Senator Eide will receive a hearing on Tuesday, January 21)<\/li>\n<li>Clarifying how cars should cross bike lanes at intersections,\u00a0and\u00a0consolidating groups of cyclists to pass through intersections to\u00a0avoid congestion and confusion with larger groups of cyclists.<\/li>\n<\/ul>\n<p><strong>Pave the Way for Safe Passing on\u00a0Washington\u2019s Roads.<\/strong>\u00a0 Explore legislation to facilitate motor vehicles to safely\u00a0pass people who are walking and biking, while maintaining an appropriate\u00a0distance. Options include:<\/p>\n<ul>\n<li>Allowing vehicles to cross to the left side of a\u00a0double parallel solid line if passing a person on a bicycle or on foot in the\u00a0same direction.<\/li>\n<li>Enacting a minimum 3 foot passing distance,\u00a0similar to 2013\u2019s motorcycle safety legislation that now requires motorcycles\u00a0to keep 3 feet of distance when\u00a0overtaking those walking and biking (SSB 5263\u00a0sponsored by Senator Benton).<\/li>\n<\/ul>\n<p><strong>Promote Better Transportation\u00a0Investments Through Better Data<\/strong>. Significant\u00a0data gaps exist around the rates of bicycling statewide.
