The job of setting policy priorities, crafting legislation and building support for its passage starts months before the legislature\u2019s opening gavel in January.\u00a0\u00a0<\/span><\/span><\/span><\/i><\/b><\/p>\n

<\/span> <\/span><\/span><\/i><\/b><\/div>\n
The Committee, which acts in an advisory capacity to the Bike Alliance\u2019s board, is made up bike-club representatives and other appointed individuals from around the state.\u00a0 The Committee\u2019s current <\/span><\/span><\/span>membership<\/span><\/span><\/a><\/span><\/span> includes cyclists representing clubs from Spokane to Vancouver, from <\/span>Bremerton<\/span> to Walla Walla and <\/span>Wenatchee<\/span>, and from Yakima to <\/span>Snohomish<\/span> and <\/span>Skagit<\/span> County.\u00a0 The Committee\u2019s <\/span><\/span><\/span>charter<\/span><\/span><\/a><\/span><\/span> <\/span><\/span>calls for two formal meetings a year; committee members also hold periodic telephone conferences during the legislative session.<\/span><\/span><\/span><\/i><\/b><\/div>\n

<\/span> <\/span><\/span><\/i><\/b><\/div>\n
Under the charter, the purpose of the June meeting is to \u201c<\/span><\/span><\/span>develop a list of legislative and advocacy matters of statewide significance to be pursued in the subsequent year as a recommendation to the Bicycle Alliance Board.\u201d\u00a0 Among other things, this year\u2019s meeting is likely to include discussion about whether to pursue three bills backed by the Bike Alliance that failed to make it through the 2010 session. They are: <\/o:p><\/span><\/span><\/span><\/i><\/b><\/div>\n

<\/span><\/i><\/b><\/div>\n
\u00b7<\/span><\/span><\/span>\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/span>HB<\/span> 1217<\/span><\/span><\/a><\/span><\/span>,<\/span><\/span><\/span><\/span> which would have given cities broader authority to set 20-mph speed limits on non-arterial streets. <\/o:p><\/span><\/span><\/span><\/i><\/b><\/div>\n

<\/span><\/i><\/b><\/div>\n
\u00b7<\/span><\/span><\/span>\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/span>HB<\/span> 1700<\/span><\/span><\/a><\/span><\/span>,<\/span><\/span> which would have allowed greater design flexibility to encourage construction of higher-quality cycling and pedestrian infrastructure. <\/o:p><\/span><\/span><\/span><\/i><\/b><\/div>\n

\u00b7<\/span><\/span><\/span>\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/span>HB<\/span> 2053<\/span><\/span><\/a><\/span><\/span>,<\/span><\/span> which would have increased some Department of Licensing (<\/span>DOL<\/span>) fees, with a part of the new money to be earmarked for the \u201cSafe Routes to School\u201d program.<\/span><\/span><\/span><\/o:p><\/span><\/span><\/span><\/i><\/b><\/div>\n

<\/span><\/i><\/b><\/div>\n
HB<\/span> 1018<\/span><\/a>, the Mutual Responsibility bill, was tabled at the Bike Alliance\u2019s request and will not be re-introduced. Shortcomings in the bill were identified during this year\u2019s legislative session despite\u00a0previous widespread outreach and input on the measure, which three years earlier had started as the \u201c3-foot passing\u201d bill.\u00a0 Components of the bill that have value and those that are of concern will be discussed at the June 25 committee meeting.\u00a0 \u00a0Some elements of the bill may be included in a future legislative proposal; however, the Bike Alliance does not intend to reintroduce any such bill during the 2012 legislative session.<\/span><\/span><\/span><\/o:p><\/span><\/span><\/span><\/i><\/b><\/div>\n

Committee members and other participants may also bring new proposals for discussion by the group.<\/o:p><\/span><\/span><\/span><\/i><\/b><\/div>\n

The Bike Alliance will begin that process for next year\u2019s session on Saturday, June 25,\u00a0 from 10 a.m. \u2013 2 p.m., when its <\/span><\/span><\/span>Legislative and Statewide Issues Committee<\/span><\/span><\/a><\/span><\/span> <\/span><\/span>meets at <\/span>REI<\/span> Headquarters, 6750 South 228<\/span><\/span><\/span>th<\/span><\/span><\/span><\/sup> Street in Kent. Anyone who is interested in bicycle advocacy is welcome to attend the meeting and share ideas.
