Part 1 catalogues our victories and thanks you and our legislative champions for the hard work and support that gave us the policy and investment victories to continue growing bicycling statewide.<\/em><\/p>\n<p>Lasting almost six months, 2013 marked one of the longest legislative sessions in Washington state\u2019s history. It was a marathon, for sure, and we can\u2019t thank you enough for your support and outreach to our elected officials. Your emails, calls, and letters show the 2013 Washington Legislature the import of improving safety, connectivity, and mobility for Washingtonians.<\/p>\n<p>Because of your help and hard work in contacting state legislators to let them know your priorities, we can count the following victories to grow bicycling statewide.<\/p>\n<p>Thank you.<\/p>\n<p><strong>Neighborhood Safe Streets Bill.<\/strong> On May 16 Governor Jay Inslee signed Representative Cindy Ryu\u2019s HB 1045, the Neighborhood Safe Streets Bill, into law. Governor Inslee\u2019s bill action represents the end of a three-year legislative odyssey\u00a0for Washington Bikes, our legislative champions, and the countless organizations and cities that supported common-sense legislation to give cities and towns an easier pathway to make safe streets.<\/p>\n<div id=\"attachment_3962\" style=\"width: 310px\" class=\"wp-caption alignright\"><a href=\"http:\/\/wabikes.org\/wp-content\/uploads\/2013\/05\/HB1045_Bill_Signing.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-3962\" class=\"size-medium wp-image-3962\" alt=\"On May 16 supporters joined with Governor Inslee to sign HB 1045 into law\" src=\"http:\/\/wabikes.org\/wp-content\/uploads\/2013\/05\/HB1045_Bill_Signing-300x242.jpg\" width=\"300\" height=\"242\" \/><\/a><p id=\"caption-attachment-3962\" class=\"wp-caption-text\">On May 16 supporters joined with Governor Inslee to sign HB 1045 into law<\/p><\/div>\n<p>In addition to Representative Ryu\u2019s fantastic support, thanks go to Senators Andy Billig and David Frockt for seeing it through to become the very last policy bill passed in the senate before the session cutoff.<\/p>\n<p>Washington Bikes is <a href=\"http:\/\/wabikes.org\/2013\/05\/17\/safe-streets\/\">now working with our partners to work on early implementation for this law<\/a>, which will become effective on July 28, 2013.<\/p>\n<p><strong>Federal Safe Routes to School Investments Protected. <\/strong>Thanks to the hard work of Senator Andy Billig on the transportation budget, Safe Routes to School Grant Program investments were restored to their pre-<a href=\"http:\/\/www.fhwa.dot.gov\/map21\/\">MAP-21 <\/a>federal funding levels, bringing the 2013-15 investments to $18.45 million &#8211; the highest rate of investment for Safe Routes to School in Washington state history. This investment is expected to fund 42 school safety projects statewide. Thanks also to Representative Jessyn Farrell who worked tirelessly on the House side to ensure the success in protecting this funding.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-3599 alignleft\" alt=\"Bike Rodeo at Loyal Heights\" src=\"http:\/\/wabikes.org\/wp-content\/uploads\/2013\/04\/2013-03-22-16.50.53-225x300.jpg\" width=\"225\" height=\"300\" srcset=\"https:\/\/wabikes.org\/wp-content\/uploads\/2013\/04\/2013-03-22-16.50.53-225x300.jpg 225w, https:\/\/wabikes.org\/wp-content\/uploads\/2013\/04\/2013-03-22-16.50.53-768x1024.jpg 768w, https:\/\/wabikes.org\/wp-content\/uploads\/2013\/04\/2013-03-22-16.50.53.jpg 1536w\" sizes=\"(max-width: 225px) 100vw, 225px\" \/><\/p>\n<p>Combined, the bicycle\/pedestrian safety and mobility and safe routes to school grant programs for the 2013-15 biennium now total $30.45 million \u2013 this two year figure equals about half of the entire investment made over the previous 8 years! Progress is being made.<\/p>\n<p><span style=\"text-decoration: underline;\">Through our direct advocacy in the past 12 months, Bicycle Alliance has led the charge for protecting $11.7 million in federal funds for the Safe Routes to School grant program. <\/span>Over the next two years, these investments will fund 28 school safety projects statewide.<\/p>\n<p><strong>SB 5263,\u00a0Concerning motorcycles overtaking and passing pedestrians and bicyclists.\u00a0<\/strong>While originally not included in this legislation, an amendment facilitated by the Bicycle Alliance and Cascade Bicycle Club and introduced by Senator Christine Rolfes added a 3-foot passing distance requirement for motorcycles overtake bicycles and pedestrians in the travel lane. This legislation provides everyone who supports sharing the road an important and incremental start to develop a uniform safe passing law that incorporates a 3-foot passing requirement.<\/p>\n<p><strong>Trail investments statewide. <\/strong>We\u2019re still combing through the lists but a great victory includes $700,000 to extend Anacortes\u2019s Guemes Channel Trail. One of that city\u2019s top legislative priorities, this trail still needs additional funding to complete it \u2013 something we were fighting for in the transportation revenue package that failed on the final day of session. Special thanks go to Senator Kevin Ranker and Representative Kristine Lytton for their work on securing this investment.<\/p>\n<p>Some of the additional great trail projects included as community priorities and investments in the <a href=\"http:\/\/leap.leg.wa.gov\/leap\/Budget\/leapdocs\/ccProjList_0629.pdf\">Capital Budget for 2013-15 include<\/a>:<\/p>\n<ul>\n<li><a href=\"http:\/\/rockyreachtrail.com\/\">Rocky Reach Trail <\/a>\u2013 connecting to Wenatchee\u2019s Apple Capital Loop Trail extension ($3.75 million) \u2013 a great win for building out approximately 4 more miles of trail to connect this important transportation link in Wenatchee<\/li>\n<li><a href=\"http:\/\/wildliferecreation.org\/our-campaigns\/wwrp-projects\/projects\/Susie_Stephens_Trail\">Susie Stevens Trail <\/a>&#8211; adding and additional 3\/4 mile and other trail\u00a0improvements in Winthrop ($365,000) <a href=\"http:\/\/wildliferecreation.org\/our-campaigns\/wwrp-projects\/projects\/Susie_Stephens_Trail\"><br \/>\n<\/a><\/li>\n<li><a href=\"http:\/\/spokanecentennialtrail.org\/\">Spokane River Centennial Trail<\/a> Northwest Extension \u2013 ($582,000)<\/li>\n<li><a href=\"http:\/\/www.exit133.com\/articles\/view\/3-million-for-point-defiance#.Ue1i2-DQnzI\">Tacoma\u2019s Point Defiance Missing Link<\/a>. ($2.5 million)<\/li>\n<li><a href=\"http:\/\/www.kingcounty.gov\/operations\/capitalImprovements\/parkscip\/projects\/eastlakesammamishtrail.aspx\">East Lake Sammamish Trail<\/a> ($500,000)<\/li>\n<li><a href=\"http:\/\/www.psrc.org\/assets\/4211\/27_Kent_-_Kent_Regional_Trails_Connector.pdf\">Kent Interurban Trail Connector<\/a> ($750,000)<a href=\"http:\/\/www.psrc.org\/assets\/4211\/27_Kent_-_Kent_Regional_Trails_Connector.pdf\"><br \/>\n<\/a><\/li>\n<li><a href=\"http:\/\/www.kirklandwa.gov\/Community\/Cross_Kirkland_Corridor.htm\">Cross Kirkland Corridor <\/a>($500,000)<\/li>\n<li><a href=\"http:\/\/www.google.com\/url?sa=t&amp;rct=j&amp;q=redmond%20central%20connector%20phase%202&amp;source=web&amp;cd=5&amp;ved=0CEEQFjAE&amp;url=http%3A%2F%2Fwww.kingcounty.gov%2Foperations%2Ferc-advisory-council%2Fmeetings%2F~%2Fmedia%2Foperations%2Ferc-advisory-council%2Fmeetings%2F2013-03-13%2FRedmond_Presentation.ashx&amp;ei=R2PtUYe9D4WLrgGzoICoBA&amp;usg=AFQjCNExsBA4x4Eiie_2FpXR5b5X924vjg&amp;sig2=7Rt6yHzIIB8RFqx_H8XfYw&amp;bvm=bv.49478099,d.aWM\">Redmond Central Connector Phase 2<\/a> ($500,000)<\/li>\n<\/ul>\n<p><a href=\"http:\/\/wabikes.org\/wp-content\/uploads\/2013\/02\/Yakima-Valley.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-2724\" alt=\"Yakima Valley\" src=\"http:\/\/wabikes.org\/wp-content\/uploads\/2013\/02\/Yakima-Valley.jpg\" width=\"180\" height=\"200\" \/><\/a><\/p>\n<p><strong>What does it mean?<\/strong><\/p>\n<p>Thanks to your help and the hard work of many legislators from around the state, 2013 brought Washington:<\/p>\n<ul>\n<li>The ability for cities and towns to set safer neighborhood street speeds to 20 miles per hour without facing the obstacles of conducing time-consuming and costly studies<\/li>\n<li>$4.5 million in federal funding protected for Safe Routes to Schools.
