Middle of nowhere \u2013 if you Google Map it you\u2019ll<\/em> see. (Our note: If you look on Google Maps you won&#8217;t see a street view&#8211;that&#8217;s how quiet this stretch of road is.)<em>\u00a0We were followed by a driver for probably two miles, maybe 8 minutes \u2013 actually we were concerned they were going to run us off the road or something similar because we were in such a remote location. We finally decided we had to slow to a near stop and just confront it and that\u2019s when they passed us.\u00a0<span style=\"font-size: 13px;\">When they finally came by, the woman in the passenger&#8217;s seat rolled her window down and said, &#8220;We didn&#8217;t think we could pass you because of the double yellow line.&#8221;<\/span><\/em><\/p>\n<div>Why does something like this happen? Because on Washington ro<span style=\"font-size: 13px;\">ads it is <strong>illegal<\/strong> for\u00a0<\/span><span style=\"font-size: 13px;\">a driver to pass a person on\u00a0<\/span><span style=\"font-size: 13px;\">bike or foot by crossing the centerline\u00a0<\/span><span style=\"font-size: 13px;\">of a roadway!<\/span><\/div>\n<div><\/div>\n<div><\/div>\n<div><a href=\"http:\/\/wabikes.org\/wp-content\/uploads\/2013\/02\/SafePassingBill_FB-post_2-9-13.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-2503 aligncenter\" title=\"SafePassingBill_FB-post_2-9-13\" src=\"http:\/\/wabikes.org\/wp-content\/uploads\/2013\/02\/SafePassingBill_FB-post_2-9-13.png\" alt=\"Washington Bikes asked on Facebook: &quot;Tell us YOUR Safe Passing Bill story: You're on a road with a double yellow line and a driver wants to pass you. What happened next?&quot; One of the responses: &quot;Just a few nights ago, on S Kentucky in E Wenatchee, the car mirror barely missed my handlebar because the driver 'stayed in his lane' while passing me.&quot;\" width=\"599\" height=\"141\" srcset=\"https:\/\/wabikes.org\/wp-content\/uploads\/2013\/02\/SafePassingBill_FB-post_2-9-13.png 936w, https:\/\/wabikes.org\/wp-content\/uploads\/2013\/02\/SafePassingBill_FB-post_2-9-13-300x70.png 300w\" sizes=\"(max-width: 599px) 100vw, 599px\" \/><\/a><\/div>\n<div><\/div>\n<p>Mind you, a driver can cross the double yellow line to pass an &#8220;obstruction&#8221;&#8211;like a rock or a load that fell off the back of someone&#8217;s truck.<\/p>\n<p>If you&#8217;ve\u00a0<span style=\"font-size: 13px;\">ever crossed the double yellow lines on an empty road to safely pass a\u00a0<\/span><span style=\"font-size: 13px;\">person walking or biking on the shoulder you know it&#8217;s just commonsense, courteous\u00a0<\/span><span style=\"font-size: 13px;\">behavior and something responsible Washingtonians do every day.<\/span><\/p>\n<p>We just want to make sure you don&#8217;t get a ticket for doing something so sensible. That&#8217;s why we introduced the\u00a0<strong>Safe Passing Bill<\/strong> (<a title=\"Senate Bill 5564: Addressing when vehicles overtake and pass pedestrians or bicyclists.\" href=\"http:\/\/apps.leg.wa.gov\/billinfo\/summary.aspx?bill=5564&amp;year=2013\" target=\"_blank\">SB 5564).<\/a>\u00a0It will be up for a hearing in the Senate Transportation Committee on Feb. 12, which also happens to be <a title=\"Transportation Advocacy Day 2013: Let\u2019s Make it Bigger Than Ever!\" href=\"http:\/\/wabikes.org\/2013\/01\/14\/transportation-advocacy-day-2013-lets-make-it-bigger-than-ever\/\">Transportation Advocacy Day<\/a>, so we expect quite a few friends to be there listening.<\/p>\n<div>\u00a0<a href=\"http:\/\/wabikes.org\/wp-content\/uploads\/2013\/02\/SafePassingBill_FB-post-2_2-9-13.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-2510 aligncenter\" title=\"SafePassingBill_FB-post-2_2-9-13\" src=\"http:\/\/wabikes.org\/wp-content\/uploads\/2013\/02\/SafePassingBill_FB-post-2_2-9-13.png\" alt=\"Washington Bikes asked on Facebook: &quot;Tell us YOUR Safe Passing Bill story: You're on a road with a double yellow line and a driver wants to pass you. What happened next?&quot; One of the responses: &quot;All too often, drivers feel that they absolutely may not cross that line, but they also don't see hanging back until it's safe as an option either. If there's oncoming traffic, I will block them by taking the lane. However, if there's no oncoming traffic, too many try to squeeze past me while not letting their wheels touch that yellow line, resulting in an uncomfortably close pass.&quot;\" width=\"652\" height=\"53\" srcset=\"https:\/\/wabikes.org\/wp-content\/uploads\/2013\/02\/SafePassingBill_FB-post-2_2-9-13.png 932w, https:\/\/wabikes.org\/wp-content\/uploads\/2013\/02\/SafePassingBill_FB-post-2_2-9-13-300x24.png 300w\" sizes=\"(max-width: 652px) 100vw, 652px\" \/><\/a><\/div>\n<div><\/div>\n<div><\/div>\n<p><span style=\"font-size: 13px;\">The bill would simply clarify that a driver may legally cross the double yellow line &#8220;w<\/span><span style=\"font-size: 13px;\">hen overtaking and passing a pedestrian or bicyclist so as to\u00a0<\/span><span style=\"font-size: 13px;\">maintain a safe distance of at least three feet.&#8221; Pretty simple, really. <\/span><\/p>\n<p><span style=\"font-size: 13px;\">Drivers are still expected to watch for oncoming traffic and make safe decisions. We just know that roads engineered for the closing and passing distances of motorized vehicles traveling at their rates of speed may have double yellow lines in locations that allow plenty of time to get around someone on a bicycle or on foot.<\/span><\/p>\n<p><span style=\"font-size: 13px;\">Do you have a &#8220;double-yellow&#8221; story?
