{"id":16107,"date":"2017-04-14T15:27:44","date_gmt":"2017-04-14T22:27:44","guid":{"rendered":"http:\/\/wabikes.org\/?p=16107"},"modified":"2017-04-20T10:53:53","modified_gmt":"2017-04-20T17:53:53","slug":"day-96-legislative-session-update-things-stand-people-bike","status":"publish","type":"post","link":"https:\/\/wabikes.org\/index.php\/2017\/04\/14\/day-96-legislative-session-update-things-stand-people-bike\/","title":{"rendered":"Day 96 of the legislative session: An update on where things stand for people who bike"},"content":{"rendered":"<p class=\"p1\"><b><\/b><b><i>Safety improvements for Washington\u2019s streets and roadways, connecting and protecting trails, and ensuring active transportation and recreation are supported through the state\u2019s budgets.<\/i><\/b><\/p>\n<h3 class=\"p1\"><b>Less than two weeks until Sine Die<\/b><\/h3>\n<p class=\"p2\">It\u2019s day 96 of the legislative session. Washington Bikes has been head down, working our priorities through the legislative process. Wednesday, April 12 was the cutoff for bills to make it out of their opposite chamber in order to continue on to the Governor\u2019s desk for signature. And with that, the focus in Olympia has turned towards the budgeting process. The Republican-controlled Senate and the Democratic-controlled House have both released their initial versions of the Operating, Transportation and Capital budgets. The regular session will Sine Die (adjourn) on Sunday, April 23. Budget negotiations have yet to start, which means we are awaiting an announcement of the special session. The special session will be dedicated to passing the final budgets and addressing the McCleary mandate for K-12 education.<\/p>\n<h3 class=\"p1\"><b>Legislation<\/b><\/h3>\n<p class=\"p2\">Washington Bikes\u2019 priority legislation \u2014 creating the <a href=\"http:\/\/wabikes.org\/2017\/02\/11\/cooper-jones-bicyclist-safety-advisory-council\/\"><span class=\"s1\">Cooper Jones Bicyclist Safety Advisory Council<\/span><\/a> \u2014 has almost made it through the legislative process. <a href=\"http:\/\/app.leg.wa.gov\/billsummary?BillNumber=5402&amp;Year=2017\"><span class=\"s1\">SB 5402<\/span><\/a> passed the full House last week and now awaits concurrence in the Senate before heading to the Governor\u2019s desk. Huge thanks to our prime sponsors, Senator Liias (21st LD) and Representative Kloba (1st LD), for championing this legislation to help address improving street and road conditions by taking a dedicated look at crashes involving people on bikes.<\/p>\n<p class=\"p2\">Washington Bikes has been working with a coalition of organizations, construction professionals, medical professionals, law enforcement, and families who\u2019ve lost loved ones to distracted driving collisions to update Washington\u2019s outdated distracted driving laws. <a href=\"http:\/\/app.leg.wa.gov\/billsummary?BillNumber=5289&amp;Year=2017\"><span class=\"s1\">SB 5289<\/span><\/a> passed the full House this week \u2014 this bill too, needs concurrence in the Senate before heading to the Governor\u2019s desk for signature. When the bill is enacted in 2019, holding a wireless device while driving will be a traffic infraction with penalties that will hopefully deter the current common usage of phones while driving. This distraction while driving correlates to <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pubmed\/24179255\"><span class=\"s1\">disturbing trends in collisions and injury<\/span><\/a>.<\/p>\n<h3 class=\"p1\"><b>Budgets<\/b><\/h3>\n<p class=\"p2\">Still a work in progress, but Washington Bikes is advocating for priorities that impact people who bike in <i>all<\/i> three budgets.<\/p>\n<ul class=\"ul1\">\n<li class=\"li2\"><strong>Transportation Budget<\/strong> \u2014 Safe Routes to School (SRTS) and bike\/pedestrian grant funding levels are currently maintained in both the House and Senate versions of the budget.<\/li>\n<li class=\"li2\"><strong>Capital Budget<\/strong> \u2014 We are working to secure funds for maintenance, protection, and development of trails statewide. The Washington Wildlife and Recreation Program (WWRP) contains the majority of these trail projects through the recreational trails program.<\/li>\n<li class=\"li2\"><strong>Operating Budget<\/strong> \u2014 We are working along with Washington Trails Association to secure funding for an economic impact study. The study will take a deep dive looking at how hiking, biking, and walking positively impact Washington\u2019s economy.
