Yet despite this FHWA wants to measure performance of the system using a measure <strong>for drivers only.\u00a0<\/strong>Their draft performance measure rules would\u00a0measure congestion by measuring delay for drivers,\u00a0conflating performance for <em>all traffic<\/em> with travel time reliability for <em>motorists only<\/em>. <strong>Speeding up motorists on Main Street doesn&#8217;t improve performance for people biking or walking!<\/strong><\/p>\n<p>[Tweet &#8220;I bike on Main Street. I count. #MakeMeCount @USDOT @USDOTFHWA!&#8221;]<\/p>\n<p>We need an additional measure that measures performance or reliability for those outside of cars, whose concerns are much more around measures of access, comfort and safety. <strong>We know that what we measure, matters. <\/strong>If governments are not directed to measure performance for non-motorized transportation, they have no incentive to invest in improvements.<\/p>\n<p>[Tweet &#8220;What we measure MATTERS. @USDOTFHWA needs to count biking\/walking. #MakeMeCount&#8221;]<\/p>\n<p>Incentivizing states to <strong>speed up drivers\u00a0<\/strong>may result in\u00a0<strong>significant danger\u00a0<\/strong>to people biking or walking.\u00a0If these draft rules are implemented, they will hinder the ability of local governments to implement Complete Streets, build protected bike lanes, and improve transportation for\u00a0<strong>all people.<\/strong> <a href=\"https:\/\/www.votervoice.net\/BroadcastLinks\/UIU_InqJBgr5xoCvhpkUPQ\">We need to speak up\u00a0<strong>now<\/strong><\/a> before these rules are adopted as final.<\/p>\n<\/div>\n<div dir=\"ltr\">\n<p>We&#8217;ve done it before. <a href=\"https:\/\/www.votervoice.net\/BroadcastLinks\/zMidIpQS3dNRsaxUeh-2DQ\" target=\"_blank\">With your help we convinced FHWA to include a safety performance measure for biking and walking. <\/a><a href=\"http:\/\/bikeleague.org\/TakeAction?vvsrc=%2fCampaigns%2f46153%2fRespond\">We need your help again.<\/a><\/p>\n<ul>\n<li><a href=\"http:\/\/bikeleague.org\/content\/federal-performance-measures-ignore-biking\">More about the rule and how it will affect biking<\/a><\/li>\n<li><a href=\"http:\/\/bikeleague.org\/content\/league-comments-fhwa-draft-performance-measures\">Comments submitted to FHWA by the League of American Bicyclists<\/a>.<\/li>\n<li><a href=\"https:\/\/www.votervoice.net\/BroadcastLinks\/UIU_InqJBgr5xoCvhpkUPQ\" target=\"_blank\">Send your own comments here<\/a>\u00a0with the League&#8217;s action tool.<\/li>\n<\/ul>\n<p><strong>IRONY ALERT:<\/strong> Adding insult to potential injury, USDOT recently rolled out &#8220;Every Place Counts,&#8221; <a href=\"http:\/\/www.citylab.com\/commute\/2016\/05\/dot-every-place-counts-challenge-anthony-foxx\/481008\/\">a design challenge<\/a> aimed at undoing highway-building mistakes of the past that tore communities apart and created barriers to safe, active transportation. And USDOT Sec. Anthony Foxx has issued <a href=\"http:\/\/www.citylab.com\/commute\/2015\/02\/a-30-year-plan-for-us-transportation-summed-up-by-one-word-choice\/385111\/\">a 30-year plan that explicitly encourages multimodal transportation choices<\/a>. Yet their own proposed rules would encourage high-speed barriers to active transportation, not discourage them.<\/p>\n<\/div>\n<div dir=\"ltr\"><strong>Shouldn&#8217;t federal rule-making support federal policy goals? We think so. <a href=\"http:\/\/bikeleague.org\/TakeAction?vvsrc=%2fCampaigns%2f46153%2fRespond\">Act now<\/a>.\u00a0<\/strong>(Deadline for comments is mid-August but don&#8217;t wait. Spread the word; share this link on Facebook and Twitter and via email.)<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Not only does the draft rule propose incentives that put drivers first, everyone else dead last,\u00a0the rule also sets goals for measuring air pollutants from transportation but doesn&#8217;t include greenhouse gases.
