She provided this update on her efforts, which demonstrate that stepping up and speaking up can make a real difference in your town.<\/em><\/p>\n<p style=\"text-align: left;\" align=\"center\"><span style=\"line-height: 1.5em;\">For a town built on a topography of rolling hills, Pullman has made a big step in the direction of becoming a <\/span><a style=\"line-height: 1.5em;\" href=\"http:\/\/bikeleague.org\/community\">bicycle friendly community<\/a><span style=\"line-height: 1.5em;\">! Starting at the end of 2013 and the beginning of 2014, <\/span><a style=\"line-height: 1.5em;\" href=\"http:\/\/www.pullman-wa.gov\/city-council-boards\/city-council\/mayors-biography\">Mayor Glenn Johnson<\/a><span style=\"line-height: 1.5em;\"> asked community members and organizations to submit suggestions for the <\/span><a style=\"line-height: 1.5em;\" href=\"http:\/\/www.pullman-wa.gov\/\">City of Pullman<\/a><span style=\"line-height: 1.5em;\"> and <\/span><a style=\"line-height: 1.5em;\" href=\"http:\/\/www.pullman-wa.gov\/city-council-boards\">City Council<\/a><span style=\"line-height: 1.5em;\"> to consider adopting. Having stirred up quite the attention around biking in Pullman, I couldn\u2019t wait to read through all the submissions to see if any were bike-related.\u00a0<\/span><\/p>\n<div id=\"attachment_12366\" style=\"width: 330px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-12366\" class=\"wp-image-12366 \" style=\"margin: 10px;\" alt=\"Cafe-Moro-Pullman-need-for-bike-parking\" src=\"http:\/\/wabikes.org\/wp-content\/uploads\/2015\/04\/Cafe-Moro-Pullman-need-for-bike-parking-400x300.jpg\" width=\"320\" height=\"240\" srcset=\"https:\/\/wabikes.org\/wp-content\/uploads\/2015\/04\/Cafe-Moro-Pullman-need-for-bike-parking-400x300.jpg 400w, https:\/\/wabikes.org\/wp-content\/uploads\/2015\/04\/Cafe-Moro-Pullman-need-for-bike-parking-700x525.jpg 700w, https:\/\/wabikes.org\/wp-content\/uploads\/2015\/04\/Cafe-Moro-Pullman-need-for-bike-parking.jpg 960w\" sizes=\"(max-width: 320px) 100vw, 320px\" \/><p id=\"caption-attachment-12366\" class=\"wp-caption-text\">Bikes outside Cafe Moro in downtown Pullman illustrate the need for bike parking.<\/p><\/div>\n<p>After reading through a binder full of suggestions, I was most surprised and happy with the one from the <a href=\"http:\/\/www.psd267.org\/pages\/Pullman_School_District_267\/New_Edline_folder__Focht_06_18\">Pullman School Board<\/a> and the <a href=\"http:\/\/www.psd267.org\/pages\/Pullman_School_District_267\/Superintendent\">Superintendent of Pullman Schools<\/a> (see An Advocate\u2019s Voice <a title=\"Biking in Pullman, Part 1: Raising Isabella by Bike\" href=\"http:\/\/wabikes.org\/2013\/12\/14\/biking-in-pullman-part-1-raising-isabella-by-bike\/\">Parts I<\/a> and\u00a0<a title=\"Biking in Pullman, Part II: Will Isabella Attend a Bike-Friendly High School?\" href=\"http:\/\/wabikes.org\/2013\/12\/15\/biking-in-pullman-part-ii-will-isabella-attend-a-bike-friendly-high-school\/\">II<\/a><i> <\/i>for the background story; Part III is still in the making). Their one suggestion acknowledged the difficulty in reaching <a href=\"http:\/\/www.edlinesites.net\/pages\/Pullman_High_School\">Pullman High School<\/a>\u00a0from downtown by biking or walking and requested that more walk\/bike paths be provided to improve the connections.<\/p>\n<p>Throughout the submissions, there was a clear emphasis on the theme of having walk\/bike connections to Pullman High School.\u00a0 The <a href=\"http:\/\/www.pullmancivictrust.org\/\">Pullman Civic Trust<\/a> listed this as their #1 suggestion, in addition to several other bike and trail-related goals.\u00a0\u00a0 <a href=\"http:\/\/lwvpullman.org\/\">The League of Women Voters<\/a> asked for walk\/bike paths where cul-de-sacs are permitted.\u00a0 <a href=\"http:\/\/www.pullmanchamber.com\/\">The Pullman Chamber of Commerce<\/a> advocated for more bike infrastructure throughout Pullman, specifically downtown bike parking.<\/p>\n<p>The next part of the process included a special retreat that was open to the public, where the Mayor, <a href=\"http:\/\/www.pullman-wa.gov\/?option=com_etree&amp;view=displays&amp;layout=user&amp;user_id=46\">City Supervisor<\/a>, and <a href=\"http:\/\/www.pullman-wa.gov\/city-council-boards\/city-council\/current-elected-officials\">Councilmembers<\/a> discussed the suggestions and narrowed them down to 15 goals that were eventually adopted.\u00a0 (Shout out <a href=\"http:\/\/www.pullman-wa.gov\/city-council-boards\/city-council\/elected-officials-biographies#FrancisBenjamin\">to Councilmembers Francis Benjamin and Nathan Weller<\/a> for speaking up for bike-related goals!)<\/p>\n<p>A few weeks later, city department heads gave their input on the 15 proposed goals.\u00a0 The <a href=\"http:\/\/www.pullman-wa.gov\/?option=com_etree&amp;view=displays&amp;layout=user&amp;user_id=39\">Superintendent of the Pullman Parks Department, Alan Davis<\/a>, recommended changing the wording in the goal from creating bike parking in three distinct downtown locations to, instead, creating bike parking throughout the &#8220;downtown corridor.&#8221;\u00a0 This slight change in wording allows for input from the new Pullman Bicycle Task Force and citizens as to where the racks\/lockers should be installed.\u00a0 After all, placing the new bike racks at destinations for people on bikes is key to the racks&#8217; success.<\/p>\n<p>Then, the Mayor and Council voted and approved\u00a0<a href=\"file:\/\/\/C:\/Users\/Petra\/Downloads\/Adopted%202014%20City%20Council%20Goals.pdf\"><b>City Goal 2014 # 5<\/b><\/a>:<\/p>\n<p><strong>Improve bicycle and pedestrian trails. Explore the implementation of appropriate recommendations in the WSU Bicycle and Pedestrian Plan. Enhance bicycle parking in the downtown corridor by installing bicycle racks, and possibly bicycle containers, at strategic locations. The shape suggests the gently rolling Palouse hills<\/p><\/div>\n<p><a href=\"http:\/\/www.sportworks.com\/\">Sportworks<\/a>, a Washington-based company that designs and manufactures bicycle products, specifically bike parking and transit racks, was able to provide Pullman with a custom-designed rack that mimics the rolling hills of the Palouse area.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-12368\" alt=\"Sportworks-custom-rack-for-Pullman-Palouse-hills\" src=\"http:\/\/wabikes.org\/wp-content\/uploads\/2015\/04\/Sportworks-custom-rack-for-Pullman-Palouse-hills-400x298.jpg\" width=\"400\" height=\"298\" srcset=\"https:\/\/wabikes.org\/wp-content\/uploads\/2015\/04\/Sportworks-custom-rack-for-Pullman-Palouse-hills-400x298.jpg 400w, https:\/\/wabikes.org\/wp-content\/uploads\/2015\/04\/Sportworks-custom-rack-for-Pullman-Palouse-hills-700x522.jpg 700w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/>This initial stage of installing bicycle parking around the city of Pullman has began and is already a success!<\/p>\n<p>In conjunction with bike parking, an bicycle\/pedestrian educational campaign is being developed; I&#8217;m working on it with the <a href=\"http:\/\/www.pullman-wa.gov\/departments\/police\">Pullman Police Department<\/a>\u00a0with the direction and help of <a href=\"http:\/\/wabikes.org\/\">Washington Bikes<\/a>.<\/p>\n<h3><span style=\"line-height: 1.5em;\">Why is bicycle parking important, anyway?<\/span><\/h3>\n<p>According to the <i>Association of Pedestrian and Bicycle Professionals<\/i><i>\u2019 <\/i><i>Bicycle Parking Guidelines, 2<sup>nd<\/sup> Edition<\/i>, \u201cOne of the most common obstacles for bicyclists is the lack of bicycle parking at their destination.\u00a0 At the most basic level, bicycle parking encourages people to ride, but it also has some specific benefits, even for non-cyclists\u201d, such as:<\/p>\n<ol>\n<li>Bicycle parking is good for business!<\/li>\n<li>Designated, well-designated parking promotes a more orderly streetscape and preserves the pedestrian right of way.<\/li>\n<li>Bicycle parking helps legitimize cycling as a transportation mode by providing parking opportunities equal to motorized modes.<\/li>\n<\/ol>\n<p><em>Shoutout to Jaime for her tireless work to grow bicycling in Pullman. She also got <a title=\"Pullman Added to Washington State Bicycle and Pedestrian Count\" href=\"http:\/\/wabikes.org\/2014\/09\/10\/pullman-added-washington-state-bicycle-pedestrian-count\/\">Pullman added to the annual statewide bike\/pedestrian count.<\/a> Steps like these make a real difference.<\/em><\/p>\n<p><strong>Your Turn<\/strong><\/p>\n<ul>\n<li><strong>What&#8217;s happening for better bicycling in your hometown?<\/strong> We&#8217;d like to share your advocate&#8217;s voice.
