{"id":12180,"date":"2015-03-20T13:54:32","date_gmt":"2015-03-20T20:54:32","guid":{"rendered":"http:\/\/wabikes.org\/?p=12180"},"modified":"2015-03-20T13:54:32","modified_gmt":"2015-03-20T20:54:32","slug":"ssb-5438-update-dead-red-bill-passes-house-transportation-committee","status":"publish","type":"post","link":"https:\/\/wabikes.org\/index.php\/2015\/03\/20\/ssb-5438-update-dead-red-bill-passes-house-transportation-committee\/","title":{"rendered":"SSB 5438 Update: &#8220;Dead Red&#8221; Bill Passes House Transportation Committee"},"content":{"rendered":"<h3 id=\"stcpDiv\">Last night <a href=\"http:\/\/apps.leg.wa.gov\/billinfo\/summary.aspx?bill=5438&amp;year=2015\">Substitute Senate Bill (SSB) 5438<\/a>, which provides bicycle riders a safe and reasonable procedure to proceed through broken traffic signals that fail to detect bicycles, passed out of the House Transportation Committee.<\/h3>\n<p>Following a a strong 45-3 vote for Substitute Senate Bill 5438 in the Washington State Senate two weeks ago, the House Transportation Committee reacted positively to testimony on the legislation on Monday, March 16 and last night moved the bill on a very bipartisan vote to the House Rules Committee.<\/p>\n<p>The legislation recently has received media attention in Oregon, which is also deliberating on similar legislation, here in Washington state, and in British Columbia, which is considering similar legislation.<\/p>\n<blockquote class=\"twitter-tweet\" lang=\"en\"><p>Proposal would allow bicyclists to run certain red lights <a href=\"http:\/\/t.co\/dyZ56A4goe\">http:\/\/t.co\/dyZ56A4goe<\/a> <a href=\"http:\/\/t.co\/15srKEoQw2\">pic.twitter.com\/15srKEoQw2<\/a><\/p>\n<p>\u2014 KING 5 News (@KING5Seattle) <a href=\"https:\/\/twitter.com\/KING5Seattle\/status\/577716071681126400\">March 17, 2015<\/a><\/p><\/blockquote>\n<p>Getting stuck at a red light that fails to detect you and doesn\u2019t turn green is really frustrating. SSB 5438 provides a simple, common sense and reasonable procedure to proceed through broken traffic signals that fail to detect bicycles.<\/p>\n<p>SSB 5438 <a href=\"http:\/\/wabikes.org\/2015\/01\/22\/sb-5438-updating-state-law-accommodate-faulty-traffic-signal-detection\/\">builds on legislation passed in 2014 allowing for motorcycles to\u00a0stop and proceed or make left-hand turns through traffic control signals that do not detect motorcycles under certain very limited\u00a0conditions with a specific protocol that is clear and understood by law enforcement<\/a>.
