{"id":215,"date":"2012-09-21T18:34:53","date_gmt":"2012-09-21T18:34:53","guid":{"rendered":"http:\/\/wabikes.org\/?page_id=215"},"modified":"2025-05-09T10:50:58","modified_gmt":"2025-05-09T17:50:58","slug":"timeline","status":"publish","type":"page","link":"https:\/\/wabikes.org\/index.php\/about-us\/accomplishments\/timeline\/","title":{"rendered":"Timeline"},"content":{"rendered":"<h3>2024<\/h3>\n<ul>\n<li>For the 12th time, <a href=\"https:\/\/wabikes.org\/index.php\/2024\/12\/12\/washington-wins-most-bike-friendly-state-ranking\/\">Washington state is named the most bike-friendly<\/a> in the nation<\/li>\n<li>We successfully defeated I-2117 at the ballot box, which would have killed the historic Climate Commitment Act and threatened funding for youth bike education, trails, bike infrastructure, and more.<\/li>\n<li>With a 66 percent vote from Seattle residents, the Keep Seattle Moving transportation levy includes a historic $133.5 million for bike safety projects over the next eight years.<\/li>\n<\/ul>\n<h3>2023<\/h3>\n<ul>\n<li>The WA state Legislature approved <a href=\"https:\/\/wabikes.org\/index.php\/2023\/04\/26\/electric-bike-rebates-coming-to-washington-state\/\">$5 million for rebates of up to $1,200 for electric bike<\/a> purchases, as well as $2 million for e-bike lending programs.\u00a0<\/li>\n<li>Major investments were made in the Move Ahead Washington programs, including:\n<ul>\n<li>More than $72 million for the Pedestrian and Bicycle Safety Program;<\/li>\n<li>Approximately $73 million for the Safe Routes to School Program;<\/li>\n<li>$25 million for Connecting Communities funding;<\/li>\n<li>$27 million to fund the creation of the new School-Based Bike Safety Education Program<\/li>\n<\/ul>\n<\/li>\n<li>A bill was passed to get known bad drivers off our streets by requiring that all drivers found at fault for causing a serious injury or death have their licenses suspended until they can retake and pass the state driving test.\u00a0<\/li>\n<\/ul>\n<h3>2022<\/h3>\n<ul>\n<li>Washington state passed the groundbreaking largest funding package for bicycling infrastructure and bike education in state history. Known as the <a href=\"https:\/\/wabikes.org\/index.php\/2022\/03\/11\/washington-bikes-celebrates-passage-of-largest-funding-package-for-bicycling-infrastructure-and-bike-education-in-washington-history\/\">Move Ahead Washington package, it includes $1.3 billion<\/a> in speaking for bike, walk, and roll initiatives, <a href=\"https:\/\/wabikes.org\/index.php\/2022\/04\/01\/29-million-will-fast-track-eastrail-construction-projects\/\">including major trail investments<\/a>.<\/li>\n<li>The <a href=\"https:\/\/wabikes.org\/index.php\/2022\/04\/15\/come-ride-the-newly-opened-beverly-bridge-a-key-link-in-the-palouse-to-cascades-trail\/\">3,000-foot bike bridge over the Columbia River known as the &#8220;Beverly Bridge&#8221; is completed<\/a>, finalizing a key link to the 289-mile Palouse to Cascades Trail.\u00a0<\/li>\n<li>The <a href=\"https:\/\/wabikes.org\/index.php\/2022\/09\/16\/complete-streets-are-coming-to-washington\/\">Complete Streets law<\/a> went into effect July 1 to ensure Washington state designs highway projects that make biking and active transportation safer.<\/li>\n<\/ul>\n<h3>2021<\/h3>\n<ul>\n<li>We announced <a href=\"https:\/\/wabikes.org\/index.php\/2021\/01\/08\/major-progress-on-washingtons-longest-bike-trail\/\">major progress on the Palouse to Cascades Trail<\/a>, which has benefited from WA Bikes&#8217; advocacy for funding.<\/li>\n<li>In November, we celebrated a <a href=\"https:\/\/cascade.org\/blog\/2021\/11\/first-look-miles-more-eastrail-are-now-ride-ready-0\">new development on Eastrail<\/a>, a trail that will eventually extend 44 miles from Renton to Woodinville.<\/li>\n<li>September: Lee Lambert begins as new Executive Director.<\/li>\n<\/ul>\n<h3>2019<\/h3>\n<ul>\n<li>Represented the interests of people who bike, walk, and roll statewide on the new Cooper Jones Active Transportation Safety Council, which merged the Pedestrian and Bicyclist Safety Councils.<\/li>\n<li>Passed the <a href=\"https:\/\/wabikes.org\/index.php\/blog-news\/page\/5\/\">Safe Passing \/ Vulnerable User Law<\/a>, which requires drivers to give people biking, walking, rolling, scooting, or otherwise vulnerable to cars a full lane when passing if possible, or at least three feet of space. The law also strengthened penalties for drivers.<\/li>\n<li>Endorsed and helped pass <a href=\"https:\/\/wabikes.org\/index.php\/2019\/07\/24\/yes-king-county-prop-1-vote-connected-regional-trail-network\/\">King County Prop 1<\/a> to increase trail funding at major trails such as Eastrail, East Lake Sammamish Trail, and the Lake to Sound Corridor.<\/li>\n<li>Washington was named the <a href=\"https:\/\/wabikes.org\/index.php\/2019\/12\/03\/washington-remains-1-bike-friendly-state-country\/\">#1 Bike Friendly State for the 11th year<\/a> running<\/li>\n<\/ul>\n<h3>2018<\/h3>\n<ul>\n<li>Led legisation to update <a href=\"https:\/\/wabikes.org\/index.php\/2018\/01\/30\/rise-popularity-electric-assist-bicycles-prompts-need-update-washington-laws\/\">the state e-bike law<\/a> to allow Class 1 and Class 2 e-bikes on shared paths.<\/li>\n<li>Strengthened the 2011 vulnerable road user law (<a href=\"https:\/\/lawfilesext.leg.wa.gov\/biennium\/2017-18\/Pdf\/Bills\/House%20Bills\/2900.pdf\">HB 2900<\/a>) to ensure that families of crash victims can seek justice.<\/li>\n<\/ul>\n<h3>2017<\/h3>\n<ul>\n<li>The state Legislature created the Cooper Jones Bicyclist Safety Advisory Council, in honor of <a href=\"https:\/\/cascade.org\/blog\/2020\/09\/legacy-cooper-jones-how-family%E2%80%99s-loss-led-washington%E2%80%99s-%E2%80%98share-road%E2%80%99-license-plates\">the legacy of Cooper Jones<\/a>, who was hit and killed by a car while riding his bicycle.<\/li>\n<\/ul>\n<h3>2016<\/h3>\n<ul>\n<li>The merger goes into effect. Washington Bikes is now headquartered at the Cascade Bicycling Center in northeast Seattle.<\/li>\n<\/ul>\n<h3>2015<\/h3>\n<ul>\n<li><a href=\"http:\/\/wabikes.org\/2015\/05\/11\/washington-state-1-bicycle-friendly-state-nation-eighth-year-running\/\">Washington named #1 Bicycle Friendly State 8th year in a row.<\/a><\/li>\n<li><a href=\"http:\/\/wabikes.org\/summit\/\">Washington Bike Summit<\/a> held March 16-17 in Olympia in conjunction with Transportation Advocacy Day.<\/li>\n<li>Passed <a href=\"http:\/\/wabikes.org\/2015\/04\/20\/governor-inslee-signs-dead-red-bill-law\/\">&#8220;Dead Red&#8221; Bill<\/a>, giving bicyclists the same rights as drivers and motorcyclists in dealing with faulty traffic signals that do not detect bicycles.<\/li>\n<li>Achieved all-time high historic levels of investment in biking\/walking projects: <a href=\"http:\/\/wabikes.org\/2015\/07\/28\/washingtonians-spoke-up-for-biking-health-and-safety-and-governor-inslee-listened\/\">$500 million included in the 16-year transportation revenue package<\/a>, <a href=\"http:\/\/wabikes.org\/2015\/07\/09\/legislatures-capital-budget-reaches-time-high-trails\/\">record level of trail funding included in capital budget<\/a>.<\/li>\n<li>Hosted the National Conference of State Legislatures Bipartisan Bike Ride with colleagues from Bike Texas.<\/li>\n<li>Association of Pedestrian and Bicycle Professionals <a href=\"http:\/\/wabikes.org\/2015\/09\/17\/association-pedestrian-bicycle-professionals-names-barb-chamberlain-nonprofit-professional-year\/\">names executive director Barb Chamberlain its Nonprofit Professional of the Year.<\/a><\/li>\n<li><a href=\"http:\/\/wabikes.org\/2015\/12\/08\/%E2%80%8Bcascade-bicycle-club-and-washington-bikes-merge-to-form-nations-largest-statewide-bicycle-nonprofit\/\">The board of directors approves a merger with Cascade Bicycle Club, forming the nation&#8217;s largest statewide bike organization.<\/a> Both organizations will work statewide, with Washington Bikes becoming a 501(c)(4).<\/li>\n<\/ul>\n<h3>2014<\/h3>\n<ul>\n<li><a title=\"Washington State Is America\u2019s #1 Bicycle Friendly State 7th Year in a Row\" Washington.<\/a><\/em><\/li>\n<\/ul>\n<h3>2013<\/h3>\n<ul>\n<li><a title=\"Washington Ranked #1 among Bicycle Friendly States\" href=\"http:\/\/wabikes.org\/2013\/05\/01\/washington-number-one-bicycle-friendly-state-2013\/\">Washington named #1 Bicycle Friendly State 6th year in a row.<\/a><\/li>\n<li>Passed <a residential streets without conducting a traffic engineering study (HB 1045).<\/li>\n<li>Worked successfully to increase funding for bike\/walk projects to an all-time high: over $40 million in the retired.<\/li>\n<li>August: Barb Chamberlain named Executive Director.<\/li>\n<\/ul>\n<h3>2011<\/h3>\n<ul>\n<li>Washington named #1 Bicycle Friendly State 4th year in a row.<\/li>\n<li>Passed legislation that expands teaching drivers how to behave safely around bicyclists and pedestrians to traffic schools (HB 1129).<\/li>\n<li>Helped pass a bill that created Complete Streets grant program under WSDOT (ESB 1071).<\/li>\n<li>Trained teachers in 31 school districts how to instruct students on safe biking and walking skills.<\/li>\n<\/ul>\n<h3>2010<\/h3>\n<ul>\n<li><span style=\"line-height: 1.5em;\">Washington named #1 Bicycle Friendly State 3rd year in a row.<\/span><\/li>\n<li>Co-sponsored a series of Complete Streets workshops around the state.<\/li>\n<li>Helped pass a bill that makes texting\/handheld cell use a primary offense (HB 2635\/SB 6345).<\/li>\n<li>Reached over 4000 bicyclists through various outreach events around the state.<\/li>\n<\/ul>\n<h3>2009<\/h3>\n<ul>\n<li>Washington named #1 Bicycle Friendly State 2nd year in a row.<\/li>\n<li>January: Barb Culp returns as ED.<\/li>\n<li>Passed a bill requiring that all new traffic signals must be able to be triggered by bikes (SB 5482).<\/li>\n<li>Taught nearly 800 students in Moses Lake, Bainbridge Island and Oak Harbor school districts safe biking\/walking skills under a pilot project through OSPI.<\/li>\n<li>Safe Routes to School program enacted into statute (SHB 1793).<\/li>\n<\/ul>\n<h3>2008<\/h3>\n<ul>\n<li>Washington named #1 Bicycle Friendly State in the US in first year League of American Bicyclists ranks states.<\/li>\n<li>Passed legislation that requires public school driver\u2019s education programs to incorporate the safe driving around bicyclists and pedestrians module into their curriculum (HB 2564)<\/li>\n<li>May: Worked with local advocates to launch Bike to Work Week in Spokane (later to become Spokane Bikes).<\/li>\n<\/ul>\n<h3>2007<\/h3>\n<ul>\n<li>June:\u00a0 Gordon Black named Executive Director.<\/li>\n<li>Co-organized a Safe Routes to School Summit.<\/li>\n<li>Worked with DOL to incorporate
